Seller Appeal Plan of Action Pack · Guide
How do I appeal an Amazon seller suspension for late shipment rate?
Late shipment rate (LSR) is the share of seller-fulfilled orders with no shipment confirmation by the expected ship date, measured over 10-day and 30-day periods, and Amazon requires it to stay under 4%. Above that, Amazon may suspend your seller-fulfilled selling privileges, and you appeal from the Account Health page. To prepare the appeal, list the late orders, find why they shipped late, such as unrealistic handling times, stock running out or staff gaps, fix the process, and explain the root cause, corrective actions and preventive steps in a plan of action.
Steps to prepare the appeal
- List every late order. In Account Health, select View details in the Shipping performance section, choose Late shipment rate and download the report. Note each order counted as late, with its expected ship date and the date you confirmed shipment.
- Find the reason for each late order. Check your own records for each order: was the item out of stock, was it a weekend or holiday, did a staff member miss it, or was shipment confirmed late in the system even though the parcel left on time.
- Separate late shipping from late confirmation. If parcels left on time but you confirmed shipment late, the fix is the confirmation process, for example confirming through your shipping software at the time of dispatch. If parcels truly left late, the fix is capacity, stock or handling time.
- Set realistic handling times. Review the handling time on each affected listing and lengthen it where you cannot reliably ship within it. Account for weekends, holidays and supplier delays.
- Add a daily dispatch check. Set a fixed time each day when someone reviews unshipped orders due that day, and name who covers when that person is away. Write this down so you can describe it in the plan.
- Write the plan of action. State the main cause in one or two sentences, list the corrective actions you have taken with dates, and list the preventive steps, such as handling time changes, stock alerts and the daily dispatch check.

When a done-for-you pack helps
A done-for-you pack helps when the late orders have mixed causes, or you are short on time to turn your data into a clear plan. For sellers, we draft the plan of action from your notice and order data, with an evidence index, a list of missing evidence, a submission checklist and a note on weak points a reviewer may question. You review it and submit it yourself.
No subscription and no extra fees. Delivered by email within 24 hours of your order. Covers one suspension or listing notice for one seller account.

Questions
Does late shipment rate apply to orders fulfilled by Amazon?
No. Late shipment rate measures orders you fulfil yourself, because Amazon handles shipping for orders it fulfils. If your account uses both methods, only your own seller-fulfilled orders count toward this metric, so focus the plan on the shipping process you control, such as your handling times, stock levels and dispatch routine.
What if the carrier picked up late?
Explain it with evidence, but also show what you changed, because the reviewer wants to see that it will not recur. Options include booking an earlier pickup, using a drop-off point, switching carrier for some orders or lengthening handling time. A plan that only blames the carrier usually reads as incomplete.
Should I cancel orders I cannot ship on time?
Cancelling orders yourself counts toward the cancellation rate, which Amazon requires to stay under 2.5%, so it is not a clean fix. A better approach is to prevent late orders by keeping accurate stock, realistic handling times and a daily dispatch check. If you must cancel, contact the buyer and record why it happened.
